December 7, 2015 PRIMARY PURPOSE:
To receive and deliver freight in a skillful manner that effects compliance with governmental rules and regulations, YB's terms and conditions, and be a good provider of customer service.
ESSENTIAL DUTIES/FUNCTIONS:
Professionally and effectively deals directly with customer in receipt and delivery of freight to include locating their cargo and arranging for lift service as required.
Determines if freight is acceptable for shipment and in conformance with YB tariff rules and regulations and other governmental rules and regulation relative to being properly secured packaged, strapped, crated, etc; marked; and having proper documents, necessary permits, description, and classifications.
Ensures that the Bill of Lading is properly completed with respect to signature, description, quantity, condition (including weight, cubic measurement) and precise exception being taken.
Ensures that the Bill of lading conforms to the freight being shipped.
Ensures that Hazardous Material cargo is received with proper documentation and properly stored and segregated in the terminal area.
Designate compatible hazardous cargo to be loaded into mixed containers.
List hazardous cargo loaded into mixed containers.
Placard, tag, and seal hazardous containers.
Designate hazardous cargo to be deck stowed, and list hazardous deck stowed cargo.
Match hazardous documents to appropriate container log sheet.
U nit update hazardous containers in the YB FACE system.
Compile hazardous documents and place into barge pouch cans.
Break seal and verify pallets for inbound hazardous container (a copy of the Haz manifest generated from neighbor island ports should be forwarded to Honolulu freight clerk for verification).
Prepares various reports such as shortship l ists, inbound close freight list, yard list, dangerous cargo manifest, and others as required on a daily basis for Yard, Icehouse, Mixed Cargo, LCL, and Autos.
Perform unit updates for Icehouse and Mixed Cargo areas.
Verifies that information is accurate and correct.
Inputs the location and/or deposition of all equipment (such as containers, vans, etc.
) on the YB FACE System.
Performs freight clerking functions at various transocean barge carrier facilities for cargoes shipped on a through movement basis to various Neighbor Islands.
Retrieves pouch from the barge upon arrival and places pouch on barge prior departure.
Restacks cargo in mix vans/containers (50 lbs.
or less) for stabilizing load, closing doors or making more room for other shippers, and seal and tag containers prior to departure.
It is understood that when unable to close doors, a clerk shall notify the supervisor, and the supervisor shall notify a lead person and lead person shall direct utility stevedore to close the door.
Positions containers/vans for customers to load their shipments at pier, including the inspection of this equipment relative to their serviceability.
Provides information of freight arrivals, sailing schedules, offices receiving and delivery hours and assist with customer inquiries.
Performs Barge Plan work at all YB ports statewide.
Performs Load Barge Count for Container's, Platforms, Flatracks and G Vans at all YB ports statewide.
Performs the notification on Consignee Vessel Management of Unloading at all YB ports statewide.
Confirms vehicle count from 3rd party volume vehicle processor in Honolulu, as provided in the Letter of Understanding entitled Understanding Re:
Third Party Vehicle Processors dated December 8, 2008.
Job Assignment:
Reefer/Straight Load Container Station:
Neighbor Islands only.
Setting reefer temperature on mixed load reefers, Neighbor Islands only.
Rotation every 2 weeks as provided in the Letter of Understanding entitled Re:
Understanding on Young Brothers' Machine Operators and Freight Clerk Rotation dated December 8, 2008.
Daily briefing:
Honolulu only.
OTHER DUTIES/FUNCTIONS:
Performs other duties within classification.
WORKING CONDITIONS:
Basically indoors in a warehouse area, humid noisy, dusty, and odorous conditions.
Occasionally must be able to work alone and in confined/cramp spaces.
Occasionally exposed to paint, solvent, thinners, asbestos, fumes, gases, and fertilizer chemicals.

Retrieves pouch from barge, measuring cargo or inspecting large equipment for acceptance.

Inspects freight, locating cargo around and between shipments stacked in delivery and staging area.

Receiving and delivering freight.

Receiving and delivering freight.
Reaching/handling:
Measuring cargo and restacking cargo in mix containers/vans, closing and sealing containers.
Fingering:
Inputting data on computer terminals for equipment tracking.
Eye-hand-foot coordination:
Measuring cargo at acceptance and retrieving pouch from barge.
Vision (corrected, depth, wide field, color):
Reading, writing, using computer terminal, locating cargo, taking vehicle exception, measuring cargo, determining space availability in vans for use, and identifying hazardous cargo.
Pushing/pulling/lifting/carrying:
50 pounds, Restacking cargo in mix vans/containers for stabilizing load, closing doors or making more room for shippers.
QUALIFICATIONS REQUIREMENTS (Licenses, Degrees, Certificates):
Skills knowledge:
Must have demonstrated effective and courteous interpersonal skills, be customer service-oriented and able to deal with various personalities and stress in a calm and effective manner.
Must be fully knowledgeable and able to apply the YB freight tariff rules and regulations and commodity item notes and exceptions.
Must be knowledgeable of various governmental permits, restrictions, and requirement and able to use 49 CFR which governs the hazardous material and waste shipments.
Must be capable of identifying various freight (i.
e.
, refrigerated cargo, hazardous material & waste, etc.
) and be knowledgeable of shipper's product to ensure proper care and handling of cargo.
Must have a complete understanding of YB's legal obligations, rights, and liabilities of YB, shippers, and consignees relating to the receipt and delivery of freight.
Must have knowledge of and ability to work with the equipment tracking system to ensure that all of YB's equipment are properly recorded relative to its location and/or its deposition.
Must be capable of operating YB's computer keyboard for various functions of equipment tracking, booking review and message switching.
Education/Training:
High school diploma or GED equivalent required.
Experience:
Must have experience in the transportation industry.
Must have complete 12 months (1 year) as a Freight Clerk II and meets all of the above requirements to become Freight Clerk I.
